How Entities Use ASC Contracts
• In Texas, entities will sign an Interlocal Contract to become a Member to access contracts.
• Outside Texas, entities will know legal requirements for co-op participation.

• Contract price is set at “not to exceed” price
• Member-Vendor may negotiate off contract price

Allied States Cooperative
The ESC-Region 19 Purchasing (Allied States Co-operative) is a national governmental purchasing cooperative which competitively bids and awards contracts to local, regional, and national vendors in compliance with local, state, and federal procurement laws and regulations.
The ESC-Region 19 Purchasing (Allied States Cooperative) contracts are available to public schools, charter schools, private schools, community colleges, universities, cities, counties, other governmental agencies, and non-profits.
